{"id":2528,"date":"2018-01-14T17:37:37","date_gmt":"2018-01-14T22:37:37","guid":{"rendered":"https:\/\/new.moe.org.co\/?p=2528"},"modified":"2025-02-14T10:12:33","modified_gmt":"2025-02-14T15:12:33","slug":"28-municipios-triplican-tasa-promedio-nacional-de-inscripcion-de-cedulas","status":"publish","type":"post","link":"https:\/\/new.moe.org.co\/en\/28-municipios-triplican-tasa-promedio-nacional-de-inscripcion-de-cedulas\/","title":{"rendered":"28 municipios triplican la tasa promedio nacional de inscripci\u00f3n de c\u00e9dulas"},"content":{"rendered":"<p><strong>Bogot\u00e1 D.C., 15 de enero de 2018.<\/strong> Luego de culminado el proceso de inscripci\u00f3n de c\u00e9dulas para las elecciones de Congreso que se llevar\u00e1n a cabo el 11 de marzo de 2018, la Misi\u00f3n de Observaci\u00f3n Electoral MOE hace un llamado de atenci\u00f3n sobre 28 municipios donde la tasa de inscripci\u00f3n de c\u00e9dulas es tres veces mayor al promedio nacional.<\/p>\n<p><!--more--><\/p>\n<ul>\n<li><strong><a href=\"https:\/\/www.moe.org.co\/wp-content\/uploads\/2018\/01\/Informe-de-cierre-de-inscripci%C3%B3n-de-c%C3%A9dulas-E-2018.pdf\" target=\"_blank\" rel=\"noopener\">Descargar informe completo<\/a><\/strong><\/li>\n<li>En 20 departamentos la tasa de inscripci\u00f3n de c\u00e9dulas supera el promedio nacional, entre los que se encuentra Atl\u00e1ntico, Meta y Vichada.<\/li>\n<li>Entre el 11 de marzo de 2017 y el 11 de enero de 2018, un total de 1.821.823 colombianos inscribieron su c\u00e9dula para las elecciones de Congreso esto es un incremento de 24% de c\u00e9dulas inscritas frente a proceso de 2014.<\/li>\n<\/ul>\n<p>Desde el 3 abril de 2017, gracias a la Registradur\u00eda Nacional del Estado Civil, la MOE tiene acceso a la plataforma virtual Censo Web, donde la RNEC lleva el registro de los datos de la inscripci\u00f3n de c\u00e9dulas y con la cual mes a mes la MOE hace un seguimiento al n\u00famero de inscritos que en cada municipio se han presentado.<\/p>\n<p>Pese a que no es f\u00e1cil hablar de fraude en inscripci\u00f3n de c\u00e9dulas en elecciones de autoridades nacionales, la MOE se\u00f1ala el riesgo de que se produzca trashumancia hist\u00f3rica y recuerda que, tras los procesos de inscripci\u00f3n de los \u00faltimos a\u00f1os, actualmente 82 municipios del pa\u00eds tienen m\u00e1s censo electoral que poblaci\u00f3n<\/p>\n<p>Con el fin de presentar un dato que permita la comparaci\u00f3n entre todos los municipios, anulando as\u00ed sus diferencias poblacionales, la MOE ha construido una tasa de inscripci\u00f3n de c\u00e9dulas. Esta tasa relaciona cu\u00e1ntos ciudadanos est\u00e1n realizando la inscripci\u00f3n de su c\u00e9dula (seg\u00fan los datos aportados por la Registradur\u00eda) por cada mil habitantes (seg\u00fan la proyecci\u00f3n de poblaci\u00f3n del DANE a 2018).<\/p>\n<blockquote>\n<p>A nivel nacional, entre los 1.122 municipios del pa\u00eds la tasa de inscripci\u00f3n de c\u00e9dulas promedio es de <strong>30,6 inscritos por cada mil habitantes<\/strong>. Con base en la anterior informaci\u00f3n, se encontraron <strong>356 municipios por encima del promedio nacional. Dentro de estos, se destacan 28 municipios que registran una tasa de inscripci\u00f3n tres veces mayor al promedio nacional.<\/strong><\/p>\n<\/blockquote>\n<h5><strong>Los municipios alertados En segundo lugar, est\u00e1 el departamento del Meta con 58,5 inscritos por mil habitantes en promedio departamental, y, en tercer lugar, Vichada con 55,3 inscritos por cada mil habitantes.<\/p>\n<p>De las 1.821.823 personas que inscribieron su c\u00e9dula, 938.316 inscripciones (52%) se realizaron en la semana de inscripci\u00f3n en puestos, que se realiz\u00f3 entre el 23 y el 19 de octubre de 2017.<\/p>\n<p>Finalmente la MOE recuerda que el fraude en la inscripci\u00f3n de c\u00e9dulas es un delito m\u00e1s que todo dirigido a manipular la voluntad popular en elecciones locales. Sin embargo, en el contexto de elecciones nacionales, es posible la movilizaci\u00f3n indebida de ciudadanos a trav\u00e9s de circunscripciones departamentales.
