De estos, 34 (32%) fueron asesinados. Estas cifras corresponden a un promedio de 1,2 l\u00edderes v\u00edctimas de agresiones por d\u00eda, es decir, en Colombia se agrede a m\u00e1s de un l\u00edder por d\u00eda.<\/p>\n<p>Cauca sigue siendo el departamento m\u00e1s golpeado por la violencia contra l\u00edderes pol\u00edticos y sociales (18 v\u00edctimas, 8 de ellas asesinadas), seguido por La Guajira con 16 v\u00edctimas (15 amenazadas), Antioquia con 10 v\u00edctimas (4 asesinatos), Valle del Cauca con 8 v\u00edctimas (2 homicidios) y Bogot\u00e1 y Norte de Santander con 7 v\u00edctimas cada uno (7 amenazadas y 5 equivalente al 73,5% de los homicidios registrados. As\u00ed, pese a que deber\u00edan estarse implementando de manera prioritaria programas de inversi\u00f3n en torno a la consolidaci\u00f3n de la paz en las regiones con Programas de Desarrollo con Enfoque Territorial \u2013 PDET, 13 de estas 16 regiones presentan agresiones en contra de l\u00edderes pol\u00edticos, sociales y comunales.<\/p>\n<p>Para el coordinador del Observatorio de Violencia Pol\u00edtica y Social de la MOE, Camilo Vargas, \u201cLa violencia es m\u00e1s letal entre m\u00e1s local es el liderazgo. Los l\u00edderes comunales son lo m\u00e1s afectados por los homicidios, mientras que los l\u00edderes pol\u00edticos son sujetos especialmente de amenazas\u201d.<\/p>\n<p>Desde 2016 se han detectado patrones que dan cuenta de los factores que incrementan la vulnerabilidad de quienes tienen roles de representatividad en todos los niveles territoriales. Igualmente, el primer asesinato de un precandidato ocurri\u00f3 el 29 de enero de 2019, el segundo el 31 y el tercero el 5 de febrero. Estos fueron los casos del precandidato a la Alcald\u00eda de El Cerrito (Valle del Cauca), el de la Alcald\u00eda de San Jos\u00e9 de Ur\u00e9 (C\u00f3rdoba) y el de la Alcald\u00eda de Puerto Nare (Antioquia).<\/p>\n<p>En contraste, durante el per\u00edodo electoral de los comicios de 2015, el primer hecho registrado fue una amenaza en enero de dicho a\u00f1o contra de un precandidato a la Alcald\u00eda de Palmar de Varela (Atl\u00e1ntico), mientras que el primer homicidio fue perpetrado el 5 de febrero al precandidato al Concejo de Pat\u00eda (Cauca).<\/p>\n<p>\u201cDe esta forma se evidencia que, pese a que el pa\u00eds supuestamente se encuentra en un contexto de consolidaci\u00f3n de la paz en todo su territorio, la violencia pol\u00edtica no s\u00f3lo se est\u00e1 presentando con m\u00e1s antelaci\u00f3n, tambi\u00e9n de forma m\u00e1s frecuente y letal\u201d, asegura Vargas.<\/p>\n<p><strong>Agresiones sin distinci\u00f3n ideol\u00f3gica<\/strong><\/p>\n<p>La MOE registr\u00f3 agresiones en contra de colectividades pol\u00edticas de todas las corrientes ideol\u00f3gicas. Por lo tanto, \u201ces crucial que los 16 partidos pol\u00edticos con personer\u00eda jur\u00eddica, grupos significativos de ciudadanos y movimientos que vayan a participar en las elecciones locales, junto con las autoridades de todos los niveles territoriales, se comprometan activamente en la implementaci\u00f3n y articulaci\u00f3n de medidas que brinden garant\u00edas de seguridad para la participaci\u00f3n en pol\u00edtica\u201d, argumenta Vargas.<\/p>\n<p>Consecuentemente, aunque se reconoce la importancia de la primera Comisi\u00f3n Nacional de Garant\u00edas de Seguridad celebrada en la administraci\u00f3n del presidente Iv\u00e1n Duque, es necesario que el plan de acci\u00f3n que all\u00ed se acuerde involucre a todas las organizaciones pol\u00edticas, a miembros de la oposici\u00f3n y servidores p\u00fablicos elegidos por voto popular, ya que el actual Plan de Acci\u00f3n Oportuna solo cobija l\u00edderes sociales y comunales, periodistas y defensores de derechos
