La construcci\u00f3n de este diagn\u00f3stico se define de acuerdo a las din\u00e1micas pol\u00edticas y sociales que ha presentado tradicionalmente la regi\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sin embargo, se enfatiza sobre aquellas circunstancias y eventualidades que han tenido lugar durante los \u00faltimos tres a\u00f1os. En este caso, se destacan aquellas que tienen que ver con la reconfiguraci\u00f3n forzada del poder pol\u00edtico regional a partir de las l\u00f3gicas que impone el conflicto armado.
